New Zealand gets access first at midnight on November 19 in local time, which translates to 11:00 AM UTC on November 18. Because every region unlocks at its own local midnight, continental Europe goes ahead of the UK: midnight CET is 11:00 PM UTC on November 18, an hour before the UK's midnight GMT. The US hits at midnight Eastern, 5:00 AM UTC on November 19. Mexico and Central America are last, at 6:00 AM UTC on November 19, closing out the rolling launch 19 hours after New Zealand and 18 hours after the US window opens on the East Coast.
The staggered schedule means American players who want to stay unspoiled will be racing against streams from New Zealand for the better part of a day before their own midnight arrives. Some players are looking at the New Zealand route to get in early, but it is more work than it sounds. Sony does not let you change the country on an existing PSN account, so it means creating a second account set to New Zealand and buying the game again from the New Zealand store in NZD, which Vice notes will not be worth the cost or hassle for most people. Pre-loading opens November 12 for anyone who pre-ordered a digital copy; physical buyers get a download code around the same time. The November 19 date and the November 12 pre-load are both confirmed by Rockstar, but the regional unlock times are PS Store data, not an official Rockstar statement.
