The county north of Vice City, home to Waning Sands. Leonida's answer to Broward County, right down to the sheriff car livery.
Leonard County sits directly north of Vice-Dale, covering the suburban sprawl above the city. Its best-documented town is Waning Sands, which appears in Trailer 1 on a road sign pointing north out of Vice City and again on a shopping mall sign in the aerial shot from inside a Tulip helicopter.
Leonard County Sheriff vehicles appear in that same Trailer 1 sequence, which is how the county was identified in the first place. The liveries closely track the real Broward County Sheriff's Office, and Broward is the county immediately north of Miami-Dade, so the geography maps cleanly onto the real thing. The Waning Sands name is read as a nod to coastal erosion on Broward's beaches.
Rockstar has not described the county in writing. What is known comes from what is legible on screen in official footage, which is a stronger footing than the leaked map but still short of a Rockstar statement.
